2026 Conference on Financing Green Technology Held, Results of the 4th Bluetech Carbon Neutrality Pioneers Award Released

On September 18, the 2026 Conference on Financing Green Technology and the Launch Ceremony of the 4th Bluetech Carbon Neutrality Pioneers Award grandly launched in the Beijing Municipal Administrative Center (Tongzhou District). As an important part of the Beijing Green Development Forum 2026, the conference was organized by the Institute of Finance and Sustainability (IFS) and the Bluetech Clean Air Alliance (BCAA), and co-organized by HUA XIA BANK CO., LTD. It received special support from the Special Expert Committee of the All-China Federation of Returned Overseas Chinese, the Beijing Municipal Commission of Development and Reform, the Beijing Municipal Intellectual Property Office (BJIPO), and the Zhongguancun Science Park (Tongzhou Park) Administrative Commission. More than 200 guests from government authorities, international organizations, research institutes, financial and investment institutions, green technology innovation enterprises, and industry associations gathered together to discuss pathways for green technology to move from technological innovation to industrialization and scaled application.

The opening ceremony and guest speech session were moderated by Jun MA, President of IFS and Co-Chair of the Green Investment Principles for the Belt and Road (GIP). Jun MA said that IFS, together with multiple partners, held the first “Conference on Financing Green Technology” in May 2021 and jointly launched the “Greentech Financing Platform (GFP)”. Successive editions of the “Conference on Financing Green Technology” have effectively promoted the concepts of green technology and financial support. The Bluetech Carbon Neutrality Pioneers Award launched at the conference has been held four times, attracting more than 400 enterprises in the green technology field to participate in the selection. Of the 60 outstanding enterprises and projects selected, more than 50% obtained financing after winning; 15 projects were included in the WIPO Green Technology Book (released at COP); more than 100 projects entered the WIPO GREEN database; and after winning, one project was nominated by BCAA and won the Earthshot Prize, receiving a £1 million prize and international promotion opportunities. The green accelerator recently launched in Hong Kong will further help Chinese green technology enterprises enter Belt and Road countries and achieve scaled deployment.

In his speech, Wei XU, Level II Bureau Rank Official of the Department of Economy and Science and Technology of the All-China Federation of Returned Overseas Chinese, said that the All-China Federation of Returned Overseas Chinese has long supported work related to green technology and green finance. Overseas Chinese talents have advantages such as intellectual intensity, extensive connections, and rich international resources. The Special Expert Committee of the All-China Federation of Returned Overseas Chinese maintains regular cooperation with institutions such as IFS. In the future, the All-China Federation of Returned Overseas Chinese will continue to play its role as a bridge and bond, guiding more overseas Chinese experts, technology innovation enterprises, and international resources to participate in green technology innovation and green finance practices, and pooling more strength for green and low-carbon transformation and international green cooperation.

Yiming TANG, Member of the Standing Committee of the Party Committee and Vice President of HUA XIA BANK CO., LTD., said in his speech that finance is both a booster for technological innovation and a ballast stone for green transformation. During the 15th Five-Year Plan period, HUA XIA BANK will strive to build technology finance and green finance as two major business features of the bank, making every effort to ensure that “all five major articles are excellent, with ‘dual excellence’ in technology and green”. In the future, HUA XIA BANK will continue to deepen its work in technology finance and green finance, empowering technological innovation with financial wisdom and safeguarding green development with financial strength.

Junxia LI, Deputy Director of the Zhongguancun Science Park (Tongzhou Park) Administrative Commission, highlighted the green development advantages and high-quality business environment of the Beijing Municipal Administrative Center. As a national green development demonstration zone designated by the state, the Administrative Center has set the core goal of fully building a harmonious, livable, beautiful, green development highland by 2035. Industries such as medicine and health, and advanced manufacturing are accelerating their agglomeration, and 48 future energy leading enterprises, including Orca Energy and JingTsing Technology, have been cultivated. She said that the Bluetech Carbon Neutrality Pioneers Award is a highly influential innovation and entrepreneurship brand in China’s dual carbon field. The results of the 4th Award released at this conference will showcase China’s top carbon neutrality technology innovation forces. She also sincerely invited high-quality green technology enterprises and innovation resources from across the country to settle and take root in the Administrative Center and share in the region’s green development dividends.

Peter OKSEN, WIPO, Lead of the WIPO GREEN Global Acceleration Projects, gave a keynote speech titled “WIPO GREEN: Accelerating Global Green Development through Green Technology Innovation”, and released the report Catalogue of Technology Options for Tackling Air Pollution, Climate Change and Municipal Wastes — WIPO GREEN Acceleration Project China Cities in Beijing 2025.

Amid great anticipation, the conference officially announced the inclusion list of the 4th Bluetech Carbon Neutrality Pioneers Award. Tonny XIE, Director of BCAA, announced the selected projects in turn by the Finalists Group, Early Stage Group, Growth Stage Group, and Development Stage Group, and representatives of selected enterprises gave brief project presentations on site. After multiple editions, the Bluetech Carbon Neutrality Pioneers Award has become a benchmark innovation and entrepreneurship competition in China’s dual carbon field, continuously identifying high-quality green technology innovation projects, linking industrial and capital resources, and promoting a batch of Chinese green technology achievements onto the international stage.

Director Tonny XIE introduced that, to support the high-quality development of the green industry, BCAA integrates intellectual property (IP) into the entire process of award selection and empowerment. On the review side, a special IP review is set up to examine the advanced nature of core technologies, IP protection status, IP strategy and management systems, and the independence and stability of R&D teams. On the empowerment side, the Alliance has partnered with the World Intellectual Property Organization (WIPO) to launch the “China Greentech IP Management Clinic (IPMC)”, helping award-winners use IP tools to break out of involution, customize international IP strategies, and build brands and differentiated advantages. At present, 46 Bluetech enterprises have joined the Clinic.

In the high-level dialogue session, moderated by Yuguang ZHOU, Professor of China Agricultural University and Chief Supervisor of BCAA, guests including Xuedu LYU, Senior Advisor of Carbon Neutrality at Tencent Group; Lin ZUO, Partner of Sequoia & Envision Carbon Neutral Fund; Zhenhua YU, Standing Vice President of China Energy Storage Alliance; and Wanliang MI, Chairman of Beijing Hydrogen E Energy Science & Technology Co., Ltd., gathered together. From diverse perspectives such as industrial development, capital investment, enterprise practice, and technology deployment, they discussed in depth the pathways, industry opportunities, and existing challenges for precisely empowering green technology innovation with finance, contributing insights for building a green development ecosystem with deep integration of “technology + finance + industry”.

At this conference, recruitment was also launched for two major industry empowerment accelerators, building a full-cycle, multi-dimensional growth platform for green technology innovation enterprises. At the recruitment launch ceremony of the Climate Technology Innovation Application Clinic, BCAA, together with HSBC China, the Beijing Entrepreneurs Environmental Protection Foundation (SEE Foundation), IFS, and Carbon Trust Technology, jointly launched a public-interest accelerator program. Focusing on the needs of leading climate technology enterprises, it provides one-stop services such as financing matchmaking, industrial chain matching, IP strategy empowerment, and international resource linkage, breaking down barriers among policy, capital, industry, and application scenarios, and helping low-carbon technologies achieve scaled deployment. In parallel, recruitment officially opened for the 3rd China Greentech IP Management Clinic (IPMC). The program is hosted by WIPO, implemented by BCAA on commission, and jointly supported by multiple departments. The first two editions served 50 green technology enterprises, helped them add more than 560 patents, and more than 40% of the enterprises completed overseas patent layouts. The third edition will continue, through specialized training, benchmarking study visits, one-on-one customized IP tutoring, and other formats, to help enterprises build a global IP strategy system, consolidate their innovation moats, break through overseas compliance barriers, and empower them to expand domestic and international markets.

As a supporting unit of the 3rd China Greentech IP Management Clinic (IPMC), a relevant responsible comrade from the Resource Conservation and Environmental Protection Division of the Beijing Municipal Commission of Development and Reform congratulated the convening of the conference and noted that Beijing, as the world’s first pilot city of the WIPO GREEN City Acceleration Project, has had multiple local green technology projects included in the UN global green technology database. Beijing is currently vigorously cultivating green industries such as advanced energy, biomanufacturing, intelligent connected new energy vehicles, and green professional services. She emphasized that the core driving force of green development is technological innovation, and innovative development cannot be achieved without the sustained efforts of market entities, targeted empowerment by green finance, and strong protection by IP.

Lijian ZHAO, Director of the Green Technology Center at IFS and Head of GFP, moderated the conference and gave a summary. He said that the 2026 Conference on Financing Green Technology and the 4th Bluetech Carbon Neutrality Pioneers Award achieved fruitful results, newly released two green technology clinic projects, showcased more than 30 green technology enterprises from the 4th Bluetech Carbon Neutrality Pioneers Award, and connected with a number of financial institutions and third-party service providers, effectively promoting the accelerated development and application of green technology. He looked forward to working with partners from all sectors in the future to continue promoting the industrialization and internationalization of more green technology achievements and provide sustained momentum for the green and low-carbon transformation of the economy and society.
Event Venue
Through diverse formats such as results release, platform launch, exchange of ideas, and resource matchmaking, the conference further connected the full-chain system of green technology, green finance, IP, and international cooperation. In the future, all parties will continue to deepen collaborative cooperation, continue to identify and cultivate high-quality green technology innovation forces, promote the deployment and scaled application of more low-carbon technologies, nourish green technology innovation with financial resources, and inject lasting momentum into the implementation of the national dual carbon strategy and the high-quality development of green industries.
This conference was a parallel event of the Beijing Green Development Forum 2026, with more than 86,000 people participating online via livestream. The Beijing Green Development Forum 2026 was held from September 17 to 18 at the Beijing Municipal Administrative Center under the theme “Green Empowerment Low-Carbon Symbiosis”. Anchored in the capital’s strategic positioning and adhering to the orientation of “internationalization, industrialization, and popularization”, the Forum created an international platform integrating idea exchange, technology transfer, and industrial cooperation.

The Bluetech Clean Air Alliance (BCAA) was established in January 2013. It is dedicated to promoting the development of green and low-carbon technologies and industries and accelerating global sustainable development through technology transfer, technology assessment and demonstration, patent protection, investment services, policy research, and other work. Its members include enterprises, research institutes, and universities. The Alliance has published more than 50 green policy and market research reports, assessed more than 600 innovative green technology projects from over 20 countries, carried out pilot work in 12 provinces and cities, and established a Bluetech technology solicitation and acceleration network covering more than 20 countries. In 2019, the Alliance became a strategic partner of WIPO. With support from WIPO, BJIPO, and other partners, it launched the IP Empowerment for Green Technology project and carried out a series of IP strategy training, seminars, enterprise IP incubation pilots, and provincial and municipal acceleration pilots in the green technology field. Around modules such as the Bluetech Carbon Neutrality Pioneers Award, IP empowerment for green technology, capital cooperation, and UN demonstration projects, the Alliance has established the Bluetech Carbon Neutrality Technology Acceleration Platform.

The Institute of Finance and Sustainability (IFS) was established at the initiative of Dr. Jun MA, a leading figure in green and sustainable finance, and under the guidance and strong support of the Beijing Municipal Government, the Beijing Municipal Bureau of Local Financial Regulation and Supervision, and other government institutions. IFS focuses on ESG investment and financing, low-carbon and energy transition, natural capital, and green technology investment and financing. It is committed to providing policy, market, and product research for green finance and sustainable development in China and globally, and to promoting international cooperation in green finance. It aims to develop into an internationally influential think tank and make substantive contributions to improving the global environment and addressing climate change. Dr. Jun MA, President of IFS, currently serves as Chairman of the Green Finance Committee China Society for Finance and Banking (GFC), Vice Chairman of the Special Expert Committee of the All-China Federation of Returned Overseas Chinese, and formerly served as Chief Economist of the Research Bureau of the People’s Bank of China, Member of the Monetary Policy Committee of the People’s Bank of China, and Co-Chair of the G20 Sustainable Finance Working Group.
